So the first version I wrote went off the rails from what the commissioner wanted and I checked in with him to confirm. So I wrote this which more strictly followed his guide lines but I'll be post the original text version as well so you'll see this image again. I think back when I first started making captions I'd used one image fore two stories so I'm not above it.
